irish roots

hi,
this is my first time not quite sure . i have been trying to find my fathers birth place with little to go on. all i have is his name-ernest frank o'sullivan born september-1924-tipperary. His fathers name -John Francis-a soldier in the regular army. would you know how i can search this information. As i live in england. also not made of money as they say. I would appreciate any help or info that could help.
